SPECIAL ... EPA new rule on sulfur emissions. Refiners to strip out sulfur from gasoline blends, automakers to install cleaner burning engine tech. EPA says will raise gas prices by under a cent, add ~$75 to cars. Refiners say it will cost them $10B, raise gasoline up to 9 cents. EPA says rule will reduce asthma, emphysema, bronchitis, heart disease, premature births and deaths. Will save billions/yr in health costs. Cuts sulfur content of emissions over 60% to 10ppm. '17 start.
