Crop insurance policies - regulated, subsidized by USDA - provide coverage on per-crop basis. Small, organic farms with diverse crop base have to apply for dozen or more separate policies, if they choose to at all. The burden on them is completely out of balance. Just another problem that needs fixing. Now.

STUFF

Study backed by automakers contends the E15 blend approved by EPA damaged some car engines in tests. DOE says study is flawed. Filler-pipe caps on new Toyotas have "E15" in a red circle with a slash through it.

Total has plugged the N Sea well. Meanwhile, their chief exec says "world has used just a fraction of oil it will be possible to extract (because of tight gas and shale oil) ... definitely no concern about reserves." Maybe so. But what about the pollution and climate change.

China to start shale NG production next month.

House Armed Services Committee proposing ban on biofuels that cosst more than traditional fossil fuels. But would exempt DOD from using fuels more polluting than fossil (liquid fuels from coal, NG).

Largest non-utility-owned solar project east of Mississippi R. dedicated: Lincoln Renewable E's 12.5MW solar farm in NJ. LRE has formed 50/50 JV with Samsung called Monument Power. LRE developing >30 solar and wind power projects in 11 states. Monument planning $500M in projects.

US Geothermal (Amex: HTM) started performance tests on new 8.6 net MW geotherm plant in Nevada. With commmercial operation by NV Energy, power rate will be $89.75/MWh with 1% annual escalation.

NREL now has lifecycle analysis of GHG emissions of energy techs from cradle to grave. "Harmonization Project". It found coal power releases ~20X as much GHG's as solar, wind or nuke. NG wasn't in final analysis. Yet. They found 45 grams of CO2 emitted per KWh for solar vs. 1K grams for coal. Nuke 12 grams. CSP 26 grams for parabolic troughs, 38 for power towers. 20 grams for amorphous silicon, 14 for CdTe, 28 for CIGS. Wind 11 grams.

France's new prez an avid backer of clean/renewable energy. Sarkozy was not. New guy wants to reduce nuke power to 50% of elgen by '25 from 75% now (63GW). France world's largest exporter of el, most to Italy, Swiss. They did install 1.5GW of solar in '11, but much of it was built in '10. Grid connect can take up to 18 months. 2.5GW total solar now. But their FIT framework aims to limit annual market to 500MW. In '10 they installed 1.4GW of wind power. Last year 830MW. Total now 6.8GW.

Mass released new set of strict standards for biomass that have potential to cut subsidies for developing plants. Plants must gen power at 50% efficiency for 1/2  renewable E credit/MWh, 60% for full cred. Previously it was 25% requirement. Also required to make at least 50% redux in lifecycle emissions over 20 yrs. Biomass plants release more CO2 than most fossil fuels.

Thermo E has brought to market a system that turns soluable sugars in wastewater into feedstock for eth production.

SZYM revs were up 76% but losses widened as capacity ramp-up continues.

GRAPHENE REPORT

European researchers have synthesized silicene - silicon allotrope that forms 2D single-atom sheets. Silicene could rival graphene, can be used to make transistors easily.

Iowa State U researchers discovered graphene behaves like laser when excited by very short light pulses. Graphene's 2 important properties - population inversion of electrons and optical gain. Can be used for optoelectronic devices.

Mich Tech U researchers discovered graphene can make solar cells 52% more efficient than current tech. Graphite oxide powder mixed with titanium dioxide, subsequent paste applied over (glass) and baked to make the cells.

IBM developed graphene/insulator superlattice for IR photonic devices that work at terahertz levels. Can penetrate wood, other solids.

U of Wisc-Milwaukee developed graphene monoxide that's semiconducting. Can more easily scale up graphene-based electronics.

Aixtron (AIXG) BM300 system used by Japan's National Institute of Advanced Industrial Science and Tech to develop graphene-based low-voltage CMOS FET's for power supply <.3V.

7 lessons learned so far from 24M EV miles - EV Project. Avg daily mileage 28. Range anxiety not big. Recharge times ~1.5 hrs. Avg plug-in time 8.5 hrs, usually between 8P-8A. Price signals work. SDG&E sells power at full price, half, 1/4 and 1/6 (midnight to early morn). EV owners plugging in after midnight. Topping off habitual, but not necessary (current day-time chargers are free - like at work - probably skewing this lesson). Charger install costs must come down, as high as $1,400 now. Too early to judge EV demand.

US set to be world's top oil producer in '20: Goldman Sachs. But. Marginal production costs heading towards $100/bl. 50 largest global producers' unit cost of prod up 21% last year to ~$36/bl. Marginal cost up 11% to $92.

1st time in history (modern, at least) that all central banks have printed new money at same time.

Duke and Sumitomo finalized 50-50 ownership of 131MW and 168MW wind farms in Kansas. ~$353M financing. Both online later this year. Kansas City P&L and Westar to buy the power.

TVA's new combined cycle NG power plant began ops a month ahead of sked, ~$30M under budget. 880MW. Sited next to coal-fired plant where 2 of 4 units will be retired, the other 2 idled at yearend. Yay. TVA owned by US govt, makes no profit, rates reflect that. They have 8 combined cycle plants online now, I think the number is.

NRG Energy, Kraft Group building 1MW solar canopy at Patriot Place to be ready by start of football season. Way to go Pats.

NRG Energy, FSLR, MidAm Solar celebrated delivering 100MW of 290MW AZ project to the grid, making it N Am's largest PV solar plant in op. Full completion in '14.

Iran discovered 1 of biggest NG fields in mideast. Comparable to world's largest field they share with Qatar - 1,800TCF. Iran also has offered $500M  to build $1.5-1.8B NG pipeline to Pakistan. Scheduled completion by '17. And agreements to add oil pipe to it to carry 70-80kb/d.

Biggest NG reserves still belong to Russia.

Fed Reserve Act of 1913 established 3 key objectives for monetary policy. 1, max employment. 2, stable prices. 3, moderate long-term interest rates. They're certainly not doing 1. Now the mandate is 1, conduct monetary policy, 2, supervise/regulate banking, 3, maintain stability of financial system, 4, provide financial services for depository institutions, US govt, foreign official institutions and 5, econ research (Beige Book). The only stockholders of the 12 regional Fed banks are national banks (chartered by US govt) and state-chartered banks that meet requirements and want to join (~38% of country's 8K banks).When the Fed writes a check it's creating money. US govt receives all of Fed's annual profits after a 6% dividend on members' investments, operating expenses and account surplus maintainance. In '11, $77B went to US Treasury. $79B in '10. So, there you have the Fed. I wonder when they got away from the max employment mandate. Let alone stable prices - a 1913 dollar is worth what now, a cent?

Last year India had world's worst air pollution: Yale study. And 200M Indians still living without el.
