The cost of modern living, A? Doesn't have to be, though. Clean power and clean transportation are doable. Just seems like who cares. Until you are the one dying from air pollution before your natural years are done.

China has 20% of world population, 7% of world water resources. Most of that considered undrinkable by Western standards. 80% of rural water supply unsafe to drink or bathe in. 16% of Yellow River water safe to use. 80% of China's water in their south. 1/2 of population, 2/3 of farmland in their north. 100 of their major cities face severe water shortages. A few have already run dry.
