Davis-Besse (nuke) restart good: comp and NRC. Causes of cracks in "shield" building remain unknown. Shut down was 2 months for replacement of reactor head, other maintenance.

Com Ed to spend extra $233M to improve grid in '12.

Oil comps to pay ~$6.8M in Treasury penalties in '11 for failing to mix in cellulosic fuel into gas and biodiesel. But there was no cellulosic fuel available. And THAT's the problem with government. Right there. Or definitely one. Refiners were required to blend 6.6M gal in '11, face 8.6M gal in '12. '07 law.
