UK clean energy rules to add 36% to power bills by '20 for large energy-intensive comps. Medium-size 22%. Households ~7%. (2 different targets on households. Could be up, could be down. Choose up.) Target to cut GHGs 34% by '20 from '90 level. In Germany, large comps building their own power plants to sidestep surcharges. UK bills by '30 expected to be 60% higher for large comps, 39% for medium.
IMF suggesting $1.40/gal tax on gasoline in US. (Think that's going to fly?) ~$1,400/yr/person. Would raise $500B/yr. (Well, that's half the deficit.)
Shell to spend $1B/yr developing China shale gas. Production sharing with CNPC. Est. 1,275TCF recoverable. 24 wells drilled, 14 more this yr.

Cal Air Resources Board added $6M to Clean Vehicle Rebate Project. Recent $4.5M from Cal E Commission. Expected to extend program until next yr's funds available. $2,500 rebate for buying, leasing CVs. Can be combined with fed tax creds, other incentives. Over $42M awarded in near 20K rebates so far.
Homeowners, small biz soon able to sell solar to Dominion VA Power. 15 cents/Kwh for 5 yrs. 20Kw cap for rez, 50 for biz. Total up to 3Mw. Aps start in June. Dominion also to build, op up to 30Mw comp-owned solar at comm, industrial, public locations.
